Yeah. With the exception of Sabeleye and the Houndour family, the Pokémon that can learn the move have great Attack stats, so there isn't really a point of using it over, say, Crunch. (Unless of course you know you're facing a Pokémon with an even better Attack stat than your own, but it's really situation and unreliable.) - Kevin Yap.

Foul Play is a strong Dark-type move with its high 95 base power. This move is often used as a secondary STAB move for Dark-type Pokemon or as a coverage move for non-Dark Pokemon. Foul Play uses the target's Attack stat as an indicator of how strong the damage is.

If you use Foul Play on a Pokemon with Huge Power or Choice Band/LO, it doesn't take those boosts into effect. For example, a Banded Adamant Huge Power Azumarill has an attack stat of 654 after accounting for the ability and band. If you use Foul Play against it though, it will use the unmodified stat of 218.
